Recommissioning a classic after years in storage: the order that avoids damage

There is a particular kind of optimism that surrounds a classic car which has been standing for years. It usually sounds like “it was running when it went in”, and it is almost always followed by someone connecting a battery.
The cars that survive that treatment are the lucky ones. Standing still is not a neutral state for a machine full of rubber, fluid and steel, and the damage that accumulates in a dry garage is real even when nothing visibly happens. A car that has sat for a decade does not need starting. It needs assessing, and the assessment decides whether starting it is a good idea at all.
What actually perishes while a car stands still
Time attacks a stationary car in a predictable order, and knowing the order tells you where to look.
Fuel goes off, and modern fuel goes off badly. Petrol degrades in storage, leaving gums and varnish in carburettors and blocking jets. Ethanol content makes it worse for old cars: it draws in moisture, which corrodes steel tanks from the inside, and it attacks rubber fuel lines and seals designed decades before it existed. A tank of ten-year-old petrol is not fuel, it is a cleaning job.
Brake fluid absorbs water. Conventional brake fluid is hygroscopic, which means it pulls moisture out of the air continuously, and that moisture corrodes the inside of cylinders and pipes where you cannot see it. Wheel cylinders and calipers seize. Flexible hoses perish internally while looking perfect outside, and a hose can swell shut or act as a one-way valve, leaving a brake dragging.
Tyres age whether they turn or not. Rubber hardens and cracks with time rather than mileage, and a tyre carrying a car’s weight in one spot for years can take a permanent flat spot. Tread depth tells you nothing about this. The date code moulded into the sidewall tells you more, and tyres that are old enough to be classics themselves belong in a skip rather than on a road.
Everything rubber hardens. Hoses, seals, bushes, wiper blades, boots and mounts. Coolant hoses that feel firm can split the first time the system comes up to pressure.
Animals move in. Rodents nest in air boxes and under seats, and chew wiring looms because the insulation appeals to them. This is not a rare misfortune, it is one of the most common findings in any car that has been stored anywhere rural.
Oil drains away from where it is needed. The top of the bores, the cam and the bearings all lose their film over years. That is the reason for the caution about starting.
Get it stopping before you get it going
The instinct is always to make the engine run first, because that is the satisfying part. It is the wrong order.
An engine that starts on a driveway is a triumph. An engine that starts in a car with seized brakes and perished hoses is a car that can now move, and cannot reliably stop, which is a considerably worse situation than a car that does nothing at all. The same logic that governs whether a car can be shipped on a vessel deck applies in a garage: the ability to stop is what makes movement safe.
A sensible order looks like this.
- Look underneath before anything else. Structural corrosion decides whether the rest is worth doing. Sills, floors, chassis rails, suspension mounting points, and the areas around them.
- Brakes and tyres. Assume fluid replacement, expect to find seized cylinders, and replace flexible hoses of unknown age rather than inspecting them hopefully.
- Fuel system. Drain the old fuel, check the tank’s inside, replace perished lines and filters, clean carburettors.
- Fluids and cooling. Fresh oil and filter before the engine turns in anger, fresh coolant, and hoses replaced on age rather than appearance.
- Electrical. A new battery, and a proper look at the loom for chafing and rodent damage before you energise it.
- Then, and only then, the engine. Turn it by hand first. Oil into the bores. Check for compression and free rotation. Prime the oil system if the design allows. Crank it without starting to build pressure, and only then try to run it.
The first run should be brief, watched closely, and followed by looking underneath for everything that is now leaking, because something will be.
The legal route back onto the road
A car that has been off the road for years is usually on a Statutory Off Road Notification, and the road back has a fixed shape.
Taxing the vehicle is what ends the SORN, and the car cannot be used on the road until that is done. Before that, two things need settling.
Insurance has to be in place for any use on a road or public place, including the drive to a test. The MOT position depends on the car’s age. A vehicle built or first registered more than forty years ago can qualify for the historic MOT exemption, provided it has not been substantially changed, and the exemption is claimed by declaration rather than granted automatically. A younger car needs a test.
That test creates the one journey you can make before everything is in place: driving to a pre-arranged MOT test is permitted without a current MOT, as is driving to or from a place of repair. The vehicle still needs tax and insurance for that journey, and it still needs to be genuinely roadworthy. The permitted journey is not a licence to drive something unsafe.
If the car is old enough for the historic tax class, that costs nothing, but it still has to be applied for. Free is not the same as automatic.
Being honest about MOT exemption
The exemption is popular and frequently misunderstood, so it is worth saying plainly: a car being exempt from testing has no bearing on whether it is safe to drive.
A car that has stood for fifteen years is precisely the car that would benefit from an independent pair of eyes underneath it. A number of owners of exempt cars have a voluntary test done anyway after recommissioning, which costs the price of an MOT and tells you what you have. That is a good habit rather than a legal requirement, and after a long storage it is the single cheapest piece of reassurance available.
When to admit it needs a trailer
Some cars should not be driven home, and recognising them early saves money.
Trailer it if the brakes cannot be proved rather than assumed, if there is structural corrosion anywhere near suspension or seatbelt mountings, if the fuel system has not been opened and cleaned, or if the car has been standing long enough that you do not know what is inside the engine.
A recovery truck costs a fraction of an engine, and considerably less than the consequences of discovering a brake failure on the first hill.
What it typically costs
Recommissioning divides into a predictable part and an unpredictable one.
The predictable part is consumables and perishables: fluids, filters, hoses, brake components, tyres, battery, plus a fuel-system clean. On a straightforward car this is an afternoon’s shopping and a few weekends.
The unpredictable part is what the assessment turns up: corrosion, seized internals, and wiring. That is where a recommissioning turns into a restoration, and the point at which it does so is worth recognising early rather than discovering gradually over eighteen months and several thousand pounds. A car that needs structural welding is not being recommissioned any more, whatever anybody calls it.
The cheerful version of all this is that a car which has been dry-stored and properly laid up, rather than simply abandoned, usually comes back with far less drama. How a car was put away largely determines what it costs to wake up.
